The PWI was first founded in the UK in 1884 and has been established in Australia for over 50yrs! We are a non-for-profit railway institution that strives to share knowledge and experience, bring the industry closer together, develop opportunities for our members to learn and grow professionally, and support an inclusive and sustainable rail community.
These PWI Technical Meetings will be an exciting series of events that will focus on delivering technical presentations on issues relevant to the WA rail industry, and allow the attendees to meet and network with each other.

DT Infrastructure will be presenting on the Innovative Development of the DTI Track Adjustment System for TCL’s Slab Track Construction, to be jointly delivered Graham Holden and Gian Luca Vicchi.
Graham is Engineering Manager for the NEWest Alliance delivering the Thornlie-Cockburn Link and the Yanchep Rail Extension projects in Perth for the Public Transport Authority of Western Australia. Graham has more than 35 years’ experience in rail across engineering delivery, design, maintenance and operations. He is a Chartered Engineer, EngExec and Fellow of Engineers Australia, and holds a Masters Degree in Rail Systems Engineering. Graham is a past Executive Chair of the RTSA and was the Conference Organising Committee Chair of CORE2021 Conference on Railway Excellence, held here in Perth.
Gian Luca is currently serving as the Area Manager for Track Construction at NEWest Alliance and leads the construction of the TCL and YRE projects. With approximately 20km of cumulative slab track construction completed throughout his career, Gian Luca has condensed his extensive experience and knowledge into developing the DTI Track Adjustment System, which was instrumental in delivering the TCL’s slab track scope.
The presentation will outline the scope of the TCL slab track and the steps leading to the development of the DTI track adjustment system used on the project. It covers general aspects such as the unique slab track geometry and its integration within the TCL Project. Additionally, it addresses technical aspects and constructability challenges, which led to the creation of an innovative methodology and equipment that will undoubtedly be used in future applications
Lycopodium will be presenting an interesting perspective on Fit for Purpose for the Life of the Asset, to be presented by Dale Smith.
Dale Smith is the Engineering Manager for Lycopodium Infrastructure and has 22 years of experience in the rail, construction, asset management and survey industries. Dale has an excellent knowledge of rail infrastructure and operations, having previously worked in senior roles with the Australian Rail Track Corporation prior to joining Lycopodium in 2011. Dale’s experience covers Asset Management, Design and Project Delivery where he has led many significant projects for Lycopodium including the Inland Rail 50yr Scope and Cost Model, and the Port Botany Rail Line Stage 3A Detailed Design.
Dale Smith will discuss the use of lifecycle modelling for developing fit for purpose asset management plans and budgets, and will use case studies to share their experience on a number of recent projects on Inland Rail, ARTC Interstate Network Level Crossings, and a private rail network to showcase the modelling process and outcomes.
